Show GERMAN RULERS CHANGE TONE Emperor's Warlike Talk of Last Spring in Strong Contrast Con-trast to Present. LONDON, OcL 7. (Correspondence of the Associated Press.) An amazing amaz-ing change in the tone of tho German rulers and tho German press, resulting result-ing from the victorious drive of the Entente allies is noted here. Contrasted Contrast-ed with their war like declarations last spring when tho Germans wero making mak-ing their victorious drive, recent utterances ut-terances of Emperor William and Crown Prince Frederick are milder and regarded here as betraying their uneasiness and fear now when the fortunes for-tunes of war are going against them. As illustrating this Emperor William said in April and May: "The world war cannot terminate in any other manner than by the complete com-plete victory of Germany over all her enemies. The last few months have brought us successes which justify our title to the strong peace which shall open roads to victorious German commerce." com-merce."
