Seattle, Nov 10 "Invisible government gov-ernment by organized dollars' was scored In the report of the executive council of the American Federation of Iabor to the 33rd annual convention conven-tion which began here today Tho recent congressional lobby investiga tlon and the charges of M. M. Mulhall against the National Association of Manufacturers formed the basis of the attack The report was signed by all of fleers of the Federation who compos com-pos the executive council. It dealt exhaustively with all phases of labor conditions in the I cited States and the insular possessions but made onlv an Incidental reference to the new Federal Industrial Relations commission commis-sion and Board of Mediation and Conciliation Con-ciliation The report was not read but a copy was furnished to each del egate The reference to the National Asscj-clatlon Asscj-clatlon of Manufacturers was the longest In the report. A review of testimony before the senate and house lobby inveetigatlons was given, going into detail regarding the ac-tivitv ac-tivitv of what Is termed the "Invisible "Invis-ible government, as embodied in the National Association of Manufactur ers. Concerning the National Assocla tlon of Manufacturers, the report saia 'It has hen shown to be the worst group of selfish, mercenary Interests now fattening upon civilization The officials of that organization have not denied their official signatures to any communication offered in evidence evi-dence They have not denied that they paid their lobbyists larg snlar les and honored immense expense accounts ac-counts The have not denied that they attempted to break strikes and that their agents went to and fro in' tho halK of Congress and freQUented the roonn of its members to prevent legislation in hebnlf of lanor.
