A special correspondent of The Standard writes that the "conference" of Republicans In New York City, December De-cember 5th, that was announced in advance to be an old-fashioned town meeting affair proved to be a gathering gather-ing presided over by Senator Kllhu Poot and run from the floor by state leader William Barnes, precisely as those two men ran the Republican National Convention at Chicago In 11)12. Congressman Sereno Payne author of tbe Payne-Aldrlch tariff bill made the motion fixing the limits lim-its of discussion, and he Is the identical identi-cal man who made the motion fix In c: the rules by which Hoot and Barnes ran tbe Chicago convention. Tho three conspicuous figures In the steam-roller convention of 1911' were, therefore, the dominant factors In the December 5th Republican conference con-ference In New York City and con trolled every stfp that was taken Mr Root, as chairman, recognized no one who at tarn D ted to sueak on an ! subject not Included in Sereno Payne's list. This action, of course, ' precluded discussion of Barnes' Lead- crshlp In New York State, which is the principal issue in New York, as ; the Penrose control Is In Pennsyhan ; ia, the Cannon Lonmer control in 111 inols, and the Crane-Aldrich-Galllnger control in New England Not one v.crd was permitted to be said on that subject, or on several other matters related to boss control of the Republican party, though fifty or sixty so-called ' Progressive-Republican" leaders were present at j Barnes' invitation to talk against re-! re-! actionary control of the part . After the conference had adjourn cd, the sixty Republican Assembly? men who were present met by them-tolves them-tolves and Barnes easily proved his control of that body. Republican parly In New York still looks to the men who controlled the 1912 national convention Barnes, Root and Payne as its guiding spirit. They have a throttle-hold on the party. |
