To rollevo a situation in the oil producing territory terri-tory of California, which affects the industry in that state and elBewherc, Secretary Lane, after conferring with members of the house lands committee, commit-tee, is preparing" a bill which would enable independent producers to market mar-ket their oil. Considerable oil is being produced from pubflc lands in California, but It is represented to officials of-ficials that the Standard Oil company declines to buy t because the producers produc-ers titles to the oil are in dispute, and fears having to pay tho "government "govern-ment for oil for which it also would pay private producers. The producers have located their wells but in some instances their titles to the land and oil still lie in the government The new bill will contain provisions for the leasing of the lands for oil production to the private individuals or concerns on a basis of the payment pay-ment of a royalty to the government. Such an arrangement it Ib believed, would enable producers to market their oil, pending an adjustment of their rights to the lands under the law. oo - |
