Carl C Rnsmussen, representing a number of people who live .east of Jefferson avenue on Tvcnty-scenth street also appeared before the board asking that the p.aving district on Jefferson avenue be abandoned He stated that he represented 500 property prop-erty owners on Twenty-seventh street and that they all desired that the street car lino be extended to the eastern par t of the oitv In that lo-CrUtJ lo-CrUtJ hut that.it woujd not be done if Jefferson avenue wore to be paved, President Ecclcs of tho car comnauy having said that he would not . uld through a paved district to reach that locality ' J. W. F Volkcr supported Mr Ras-musson, Ras-musson, claiming that It would be better to have the street car extension exten-sion In the southeastern section of ,the city than that two blocks of paving pav-ing be done on Jefferson A P Bigelow, one of tho petitioners petition-ers Pr the paving stated that he ery much desired that the acnue be. j paved and that it be made a veritable verita-ble "Brlgham street" but that he did not care to. have It done at t;he loss of the street car building Ho felt that the extension of the street car I line along Twenty-seventh street to tho eastern part of the city would bp of great benefit to the city and would sreatly enhance property Values Mr I Bigelow did not say he would with- ' draw his name from the petition or that ho would protest against the paving. He thought there should be some solution to the problem by i which both ' Improvements could be I made I Superintendent J. W. Bailey of the Rapid Transit company was present and stated that the company did not feel justified In building the Twenty-seventh street extension over a paved district His company had informed in-formed the petitioners that the roadbed road-bed woujjl be placed In" the center "of the street and that all poles would be removed from tho center. He also assured them ' that " tho company would place tho street in the Aery best of condition after the track had been laid When nsked by Comlssioner Nyo whether, his company cculd ont build oxer some other street. 'to gqt to the deslied territory, Mr' Bailey staled that the only other route would be along Adams avenue to Twenty-seventh but that the gTade on Twenty-seventh Twenty-seventh west of Jefferson -was so" heaVy tha It would not pay to operate op-erate a street car over It. Mr Nye suggested that the grade might b6 reduced by the city so as to mako the route feasible The superintendent su-perintendent stated th3t if that were done, the company would build that way. Commissioner Nye ralr vehemently vehe-mently stated that'" he tel that the prdperty owners 'on Twenty-seventh t 5trect underestimated lhet capacity of (he Rapid Transit company' when thoj stated that the company would not build its car line ocr a paved district to get to the people in a desirable section of the city. He thought that tho company. haing a blanket franchise ovdr the streets of the city, should not check street paving pav-ing and other public Improvements In order to make its extensions. Thomas Whalen, James PIngree, Dr. F W Baker and E. F. Bratz addressed ad-dressed , Jtho board of commissiQners stating that the paving of Jefferson avejiije wns much desired and that the paving of Jefferson avenue was much desired and that the petitioners petition-ers had asked for the improvement in good fafth. ' It was Intimated by some of the speakers during the cenlng that the petitioners had masked, for the paving simply to block the progress of the Rapid Transit company In that direction, di-rection, many of the property own- ers claiming tliey did not desire a Btreet air on the aenuo This was flatly denied by others who said ttiat they would push the paving proposition proposi-tion to an early conclusion. James Plngree said he did not do-slro do-slro a street car on .Teffeison avenue ave-nue because ho thought it was too nanow an avenue for a car line. Ho was willing to' Improve tho streets. Ho woujd Hlce to see car lines extended ex-tended .but he did not care for a car Tine on Jefferebn avenue lie said that the paving on the avenue was no bar to street car building, that If the company has a franchise over the streets of Ogden, they, can proceed pro-ceed to build over Jefferson and all other thoroughfares if they so desire, and that they can build in a- paved district Mr. PIngree said that the comissioncrs were at liberty to pao "eery street lu tho city whoro he ojvps property so lar as his assessment assess-ment Is Concerned.' " Thc petition for the paving vrttl bo acted upoir th regular order.
