PORTUGAL MAKES PACT WITH SPAIN New York, Sept. 17. Tho following official dispatch has been received by the consul of Portugal at New York: "A diplomatic agreement botweon Portugal and Spain has come in operation, op-eration, stipulating. The banishment from the Spanish territory of all chiefs and promoters of the late Portuguese royalist conspiracy, the trial by the Spanish courts of those conspirators who are liable under the Spanish criminal law; that those who have accepted tho offer of tho Brazilian Bra-zilian government to reside there shall not he allowed to the Spanish territory for three years; tho same will be the course "with those conspirators con-spirators that already have loft Spain for any other country. A definite def-inite convention will be signed to prevent any conspiracy in both territories ter-ritories against tho regime of each other This agreement has bcon concluded con-cluded on tho most frlondly terms."
