This is a question that is puzzling state officials especially in view of tho fact that there is upon the statute books of Idaho a strict provision, as strict as the last legislature deemed It advisable advis-able to place there, that all deficiency warrants issued shall be null and void and no official or board is authorized to Issue such warrants. Either the Lewiston state normal will have to close down or some means of revenue will have to be provided to keep it up. The legislature at its last rogular session took the stand that all stato Institutions must live within the appropriation ap-propriation bills and that this applied to state offices. The most notable contest in the history of the stato broke during this session over this isaiio. Tho. books of the state auditor show that other stato institutions arc in fairly good shape so far as their funds are concerned. |
