Show SPOILS SYSTEM ' IN THE SENATE . Washington, July 28. Senator Kern of Indiana, speaking today on , a resolution to add several employes j to the payrolls, charged that "a I spoils system ran mad" in the senate sen-ate where Republicans so systematically systemati-cally followed patronage that members mem-bers often were awarded "half a man." Senator Dixon Republican, retorted retort-ed that the Democratic house had discharged dis-charged all Republican employes. Senator Kern charged the Republicans Republi-cans in the senate with trying to provide pro-vide places for a number of new employes em-ployes on the senate rolls, just at the close of the session, when they would hvo nothing to do. A resolution putting sixteen messengers mes-sengers on the senate rolls caused the debate. It was done In order to abolish abol-ish a 'bad senate custom of detailing men, said (Mr Kern. He added it would result In economy rather than in extra expense and would reduce the number of senate employes. "Well, economy was an Issue In the last campaign," said Senator Kern. "If the men are working for committees commit-tees that never met we ought to abolish abol-ish the subterfuge and make It plain that we are providing employes not for committees, but for the individual benefit of the senators." |
