Another bill, which was Introduced In tho house by Sickmore, was passed which allows counties to borrow money on notes. A tnlrd bill which was passed fixes the penalty of any person convicted of having placed a high explosive in or near any building for tho purpose of dcntroylug life at twenty vears in the state prison. Should ft be proven that tho explosive explo-sive was placed for the purpose of destroying de-stroying or damaging property the maximum penalty shall be ten years In the state prison. At the pres'ent time there Is no law on the statute books which definitely covers this crime. House bill 210. relating to the recovery re-covery of watei In irrlgatiqn ditches, was passed by tho senate, yhls bill will permit the amount of waiter placed plac-ed in the ditch at one point to bo taken out at a higher point. It was bitterly opposed by Senator Stookcy.
