Show MODEL KINDERGARTEN LAW FRAMED Careful study on the part of experts in the? training of youthful minds has convinced the majority that the various states should adopt a law uniforn m its provisions provi-sions bearing on the instruction of a child who has just entered school. Oregon has a law that is deemed a model and California has adopted the same measure almost without modification- The law favored by advocates of sustematic training follows : "Whenever the parents or guardians of thirty or more children between the ages of 4 and one half and 6 years, residing in cities or incorporated towns and within one mile '' . of any elementary school building, situated in such city or town, petition the board of education of the district in which such city or town, is located for the establishment and maintenance of a kindergarten or kindergartens, kinder-gartens, the board of education shall establish estab-lish the same, provided that such petitions, shall be filed with the board of education! not later than the first, day of April in an$-" an$-" year. Provided further, that the government govern-ment and control of such kindergarten or kindergartens shall be vested in the board of education of sseh districts.. The board of education of every: district dis-trict in which a kindergarten is established under the provision of this act sfeallV on or " before the first day of May of each year, N prepare a,, statement or estimate f the amount rcessary for the support and maintenance main-tenance of' kindergartens under its charge for th school year commencing- the first day of July next thereafter, and shall cause the? same to be certified by the president and clerk of the board of education with the approval ap-proval of the district superintendent, to the , officers of such cities or towns who are; charged with the responsibility of fixing tax levies and such officers shall levy the amount necessary and certify the. same in the manner in which aother city and. town levies are certified, provided, that on any one year the levy shall not exceed on the dollar of all taxable property in the city or town. Said taxes shall be collected ly the county treasurer as other taxes are collect- ed and shall be paid to the treasurer of the board of education promptly as collectedly who, shall hold same subject to the order r jf the board of education. The funds so levied shall be know a as the kindergarten fund and shall be r dvaii - able for the maintenance of the kinxJ- ergar-ten ergar-ten or kindergartens established! my der the provisions of this section. If the average daily attendan ce n any kindergarten shall be twenty or ,ss f or the " school year, the board of educ dtion shall, upon the recommendation of 1 e superin-' superin-' tendent discontinue the kinde rgarten, and "s in case of such discontinues je any money remaining in the kindergar' ten fund shall revert to the city or town y jncerned. 4.
