Show PHILIPPINE BILL BEATEN. Substitute Passed Which Does Not Fix Date of independence. Washington. The administration's fight for the senate Philippine bill, with its Clarke amendment authorizing authoriz-ing independence for the islands within with-in four years, was lost in the house Monday night. After voting, 213 to 165, to strike out the Clarke amendment, amend-ment, the house, by a vote of 251 to 17, passed as a substitute for the entire en-tire measure the Jones bill, providing for a greater measure of self-govern- ment in the Philippines and carrying a preamble declaring the intention of the United States to grant independence indepen-dence ultimately, but without fixing a date. |
