Per Capita Income Is Low In Russia, U. N. Reports LAKE SUCCESS, N. Y.-Accord-ing to estimates released recently by the statistical office of the United Nations, the Soviet Union has the lowest per capita national income of all industrialized and semi-industrialized nations of the world except Poland.
