B The widespread plot to interfere with conscription B -shows that every center of irritation in this country will B ilre encouraged by our enemies to ferment and produce B ' violent acts. A series of anti-draft riots in our cities B would be highly pleasing news in Berlin. H But alien spies need not think that riots can be pro- H -duced to order in this country. The rioting that is so H -common in the capitals of the Old World is a different B kind of think from the violence seen in this country. Mob H In labor or to vent feeling in labor disturbances. Also H of governments, the hitting back of people who can not H he held down indefinitely. H We have, it is true, had plenty of disgraceful mob vio- H lence in our own cities. But these are not attacks on the B authority of government. They are commonly a revolt B' against industrial authority, attempts to gain advantages H in labor or to vent felling in labor disturbances. Also H - there are many race riots growing out of friction with B( such elements as negroes, Chinese, etc. H One finds almost no violence manifested here against H our government, because the most submerged elements ft feel that the government is friendly to them. The faults B of our government do not lie in the direction of tyranny, B but of business inefficiency. Mobs do not break heads B for that reason. They are made up too much of people B who are themselves inefficient, so they do not feel keenly B this fault in our government. B While the anti-draft riots will not amount to much, B. I they are significant as displaying the thorough and in- B sidious organization working against us at home.
