Unfortunately for the legislature, Its memorial appears to bo a singu larly weak document, and wldo open to attack. Dr. William T. Hornaday, tho chief proponent of the gamo sanctuary causo, says that "to attack at-tack It Is very much Uko taking candy can-dy from a child." Nevertheless, ho has Issued a circular to congress and tho president that will go far toward tho promotion of Interstate hilarity. Tho legislature's memorial recites that tho proposed game sanctuaries are to bo made by tho president and the secretary of agriculture, and stops thoro. Tho truth Is that from first to last tho governor of each I stato concerned has beon glvoh tho power or concurrence or veto; and the bill boforo tho lower houso of congress actually goes bo far as to nrovldo that no sanctuaries may bo made without-tho concurrence of tho stato legislatures concerned. Tho memorial declares that tho sanctuarje3 will seriously interfero with the grazing Industries of Wyom-' ing; while tho well known truth Is that from tho very first tho grazing Industries have been so carefully guarded by tho terms of tho Chamberlain Cham-berlain and Hayden bllU that all the sheep and cattle men of the West and Southwest, so far as heard from, are tho sincere friends and supporters support-ers of tho gamo sanctuary bills. This Is particularly the caso In tho South-wett. South-wett.
