Show PROCLAMATION BY MAYOR ROMULLEN By an act of Congress known as the "Daylight Saving Act," the standard time governing all official acts of the United Sttaes government, affecting all federal departments and institutions, and conrolllng train schedules, has been set forward one hour beginning at 2 o'clock a. m. on March 31, 1918. "This act provides for the setting forward of the standard time one hour at 2 o'clock In the morning of the last Sunday of March of each year and for the retarding of the standard time by one hour at the same hour on the last Sunday In October of each year." By advancing the standard time the government makes It possible for everyone to enjoy another hour of daylight at the conclusion of the working day. The thought In the minds of those responsible for the passage of this law was that the great majority of the American people would use the additional hour of daylight day-light in some, useful pursuit that would be of particular value to the nation at this critical time. The advantages of this action by Congress Con-gress must be apparent to all par-tocularly par-tocularly to persons who are employed employ-ed at fixed periods of time during such working day and who desire to take advantage of the remaining daylight day-light hours for working at home or on garden plots. That the observance of the "daylight "day-light saving act" may be universal In Logan, a large representative body of the business men metiat the Com-, merclal Boosters Club Tuesday evening even-ing and adopted the following resolution: resolu-tion: ' t "BE. IT RESOLVED, that all places -Of business wlthlnt Logan ctty pt drug stores, candy kitchens" garages pool halls', hotels,- rooming houses and restaurants, close their places of business on or before 6 o'clock p. m. of each day, except Satudays and days before holidays when the-closing hour shall be 9 o'clock p.m." This resolution was passed unani-fously unani-fously by the business men present In order that Logan may continue to maintain her proud position In the front ranks of the loyal American cities In contributing materially to the success of the nation In its present great struggle for right. This closing hour will work a great hardship upon the merchants unlear the buying public makes every effort ef-fort to assist them. ' t wish to urge upon all housekeepers house-keepers to place their ordersbeforo noon of each day. The packages can then be put up and delivered with dispatch and promptness by the houses and they can get all their business done before six o'clock thereby releasing each day upwards of five hundred employees to engage in some useful war pursuit.
