Show Irrigation Congress. The Eleventh National Irrigation Congress, which meets In Ogden, Utah, Soptcmbcr 15th to 18th, lo:, will witness wit-ness a struggle unknown outside the United States Senate md Congress. Tho United States Government has In the treasury over ten million dollars, which has been appropriated and set aside for the purposo of reclaiming the arid lands of the West. This great hii in of money, as well as all futuro receipts from the sales of the public lands of the sixteen arid states and territories, can be used only for tho slorago of water by the erection of reservoirs and dams and the developing de-veloping of water supplies by artesian wells and drain tunnels, and tho conserving con-serving in other ways of water for the reclamation of lands In the arid West, which fs defined bv the Irrigation law as Including tho following states: Arizona, California, Oicgon, Vush- Ington, Nevada, Idaho, Montana, Wyoming, Colorado, Kansas, Nebras-braska, Nebras-braska, New Mexico, North Dakota, South I)akota, Oklahoma and Utah. The National Irrigation Congress, which was Instrumental hi causing the Government to set aside this great sum of money and which reconvenes at Ogden, Utah, next September, will recommend to 'the Secretary of tho Interior the expenditure of these millions of dollars sctasldc as a reclamation recla-mation laud fund.
