Another dispatch from Mr. Gudgcr says tho governorship hns been tendered, ten-dered, but It Is not known to whom. It Is ndded that tho situation Is grave. Acting Secretary Loomls has decided decid-ed to await further advices before taking tak-ing action. It happens that tho navy Is weak on tho Pacific sldo at this moment, mo-ment, owing to tho absence of tho Pacific Pa-cific squadron in Alaskan waters.
