Show Stste Press What ever happened to all the big plans for Leigh Hill: fishing, boating, rifle range? Well, they will still be coming, but not this year, according to city fathers. The lake to be filled with sewer effluent from the Cedar City Sewage treatment plant, has run into a few problems. "We started filling the lake," City Manager Mike Embley said, "but when it was filled to about one third capacity, we discovered a leak." The leak, he said finally got to the point where water was leaving the reservoir as fast as it was being piped in. It was then decided, he explained, to drain the water out in order to correct the leaky area. The leak has now been identified, Embley said, but the lake will probably not be filled, the water will be sold for irrigation purposes rather than stored in the reservoir. By fall, the lake should again be filling up. Embley also said the effluent, Class C water, is not presently being used for sprinkling of grassy areas at Cedar High or SUSC, as originally planned. New restrictions have been placed on the water by the State Board of Health he said, which the city plans to meet. Embley said he hopes the Board does not require culinary standards for the effluent water, as extra, expensive equipment would be needed. He said there is not a lot of data on "tertiary treated" water, such as that coming out of the three-stage sewage treatment treat-ment plant, and often new restrictions are placed on it in order to be extra careful.
