Show Dangerous, Unsightly Sidewalks A few months sinco we made reference to the number of irrigation ditches across sidewalks in tho city, and tho probability that sooner or later tho city would bo called upon to defend itself in an action for damages because of some one falling into ono of tho numerous ditches that cross the sidewalks along overy street of the city. At a recent meeting of tho city council, one of tho councilmcn mado reference to the fact that a certain citizen In nl section of-rjitTcUy was cr-j mitting the water to flow across tno walk in such"? n stream as to mako it almost I impossible for pedestrians to get along the street, Ho had only the satisfaction of making tho statcmont, for his colleagues took no action to prevent a continuation of tho offense. CitizcnB of tho city, in tho interest of civic beauty and tho comfort of all the people, should, of thoir own choice, placo flumes across tho sidewalks side-walks whero ditches enter their property. The city ordinances prohibit tho digging of ditches without fluming them, and perscribo a severe penalty for a violntion of tho provision, but, like many other laws and ordinances, these particular proviions aro morely dead letters: no attempt is, or apparently has over been, taken to enforce them. As a result, tho person who attempts to travel tra-vel tho streets of Cedar City must "look before ho leaps," or even stops, lest he land upside down in a ditch filled with real wet water. |
