Each application appli-cation must be filled out and signed by the applicant, and then certified on the back by the financial secretary as above, also by the Fourth Degree committee com-mittee of the applicant's council, which committee consists of the chaplain, and the two delegates representing the council in the last state convention. If there is no chaplain or other clergyman in the council, then the Chancellor shall act in his place. If any council has a Fourth Degree assembly (consisting of five or more Fourth Degree members), then the chairman of such assembly shall certify on the back of the application applica-tion to the election by the assembly of the applicant, in lieu of the approval by tl;e committee.
