Show Rules Offered In Public Relief Work Heads of the various relief works in Utah, with a view to preventing any abuse and offering a procedure for promoting a public works program pro-gram in Utah, have mailed to various heads in the several counties an out-lino out-lino of procedure intended to get the best results and to distribute the work where most needed. Outline of the rules suggested in the circular letter follows: Representatives of coun'y government govern-ment and sub-divisions in county to' meet jointly to submit a composite works program. All projects to be meritoriousand diversified in character as between road cons' ruction and building construction con-struction and to make possible a maximum max-imum of manual labor. Allocate the projects to the respective respec-tive units. Let each unit make application for funds required and supply all needed information to the financial dispersing dispers-ing agency. Sub-divide the jobs into small units so as to make possible execution by force work. Where contracts are let, specifications specifica-tions should indicate time of beginning begin-ning and estimated time of completion comple-tion of job. Specifications for every job to make possible the greatfst and most consistent amount of hand labor. Purchase of all materials and supplies sup-plies to be subject to bids unless the taxing unit already has supplies on hand. Execution of every job to be under , ; careful, direct supervision so that all supplies will be accounted for and j the workmen to give full returns for their pay. Workers to be drafted from the official list of needy unemployed who j are now receiving aid from public j funds. j These nedy unemployed to be no- j tified by card to appear at stipulated places1 and times for work. j No transients to be hired.
