Show THE BETTER WAY. It is better to prevent a crime than to punish someone for having committed com-mitted it. And, on the same principle, it is better to enforce a few' basic laws than to pass new and restrictive laws which are unenforcible, and serve only to make law-breakers of otherwise law-abiding citizens. This is a fact of which we seem to! have lost sight in our passion for passing laws.
