Announcements Made by State and War Departments That Are Expected to Forestall Extended Discussion in the Senate. Washington. Taking notice of reports re-ports that the United States might aid in carrying out provisions of the peace treaty in advance of the treaty's rati-!ication rati-!ication by the senate, the administration administra-tion announced on Monday that American Amer-ican diplomatic and military participation participa-tion in certain of these provisions must wait until the senate has acted. At the state department it was de- clared this government would not accept ac-cept the invitation of the supreme council at Versailles to take a place immediately im-mediately on the international commissions com-missions set up by the treaty, and at the war department It was1 made clear that no American troops would be used without senate sanction to police districts where the treaty provides for plebiscites under the military supervision supervi-sion of the great powers. The two announcements were made simultaneously and generally were accepted ac-cepted in the senate, Where the possibility possi-bility of premature American participation partici-pation in the treaty has been one of the storm centers' of criticism, as amounting to an administration declaration decla-ration of policy on the subject. Senators Sen-ators on both sides of the treaty controversy con-troversy expressed the opinion privately private-ly that I he administration stand would . aid in hastening the final roll call on ratification. |
