Show iTlie President. It looks very much as though the President ' 4 got the worst of it in his recent clash with Sen- ' ators Tillman and Bailey and ex-Senator Chan dler. True, he makes a plausible showing that he was misunderstood by the others, but that was a case where a misunderstanding should have been impossible. The truth is the President has involved himself by judging the law of certain i things without ever having had the legal train ing which keeps the real lawyer from jumping at conclusions, or resting a serious legal conclusion ; on his personal desires. He is Impetuous and compelling in his nature, and grows impatient when a cherished desire is not promptly carried out. Tho result is that when it is made clear to him that something cannot be perfected on the lines he has marked out, his restless mind begins to plan how to reach the same point by a flank movement or on some practically parallel lines. This is dangerous when all around him are experts, ex-perts, and when a desire to make partisan, points at his expense is ever uppermost in the thoughts : of the opposition. !'' The President wants it said of his adminis tration that, under it, what was Illegal and harm-; harm-; ful under the trusts was eliminated. In his zeal ho has clashed with many strong men of his own party; their idea being that he is crowding something which is legislative and not executive wflrk.
