Show TOO SENSITIVE. Senator Hoar is supersensitive, touching the exclusive prerogatives of the Senate and the Judiciary Ju-diciary Committee of the Senate. Has he forgotten forgot-ten the dissertation of John Quincy Adams on the right of petition? The Senate is not a Judicial but a Legislative body, and even the Judiciary Committee does not, at its meetings, sit the same as a court. While it passes upon the legality of any question coming before it, that is directly interwoven with contemplated legislation and has to be considered in that connection. Legislation is supposed to be the placing in authoritative form the manifest best judgment of the people, hence petitions are not out of place and the venerable ven-erable Massachusetts Senator must Is growing critical. |
