Show ... i i -- I In all the trouble in southeastern Europe, while for weeks Russia and Japan have been in grave danger of a collision which, should it come, would shake the world; why has no call been made to " turn the adjustment of the trouble over to the 1 Peace Congress at The Hague? Is the Czar un willing to take his own medicine? Are the other strong powers of Europe unwilling to have all the questions which are causing heart-burnings among the nations, submitted to a tribunal which it is known woud begin the investigation and carry it through with the one thought of executing ex- act justice? We fear so. The ministers of the Czar doubtless say to their royal master: "There is still some territory that we need; it is no time to talk of justice now." And Great Britain says: I "I should deplore an Eastern war, but I do not want the Turkish bonds held by my people to depreciate," de-preciate," and France says: "We really need more territory in Cochin China, and Germany is longing long-ing for moro soil in the far East. So the Peace Congress is not asked to consider any jof the questions which just now are the world's concernment. |
