Show Panguitch City Council Adopts Airport Changes Present for the Nov. 23 meeting of the Panguitch City Council were Mayor Jon Torgerson, City Manager Mana-ger Allen Henrie, City Recorder Cindy Johnson, City Council Members Denny Orton, Mack Oetting, Janet Oldham, Jolene Smith and Craig Twitchell and Attorney Wallace Lee. Minutes of the meeting show: Airport Funding Request Ron Theobold, Creamer and Noble Engineering, explained that the state will fund 80 percent of an approved project and has approved up to $25,000 for cement runways on each ends of the runway where there is bad erosion. The match will be $20,000 from UDOT and $5,000 from Panguitch City. Theobold also said the state has also approved an approximately $100,000 project that will include crack sealing, seal coating and repainting of the runway, with UDOT contributing $80,000 and Panguitch City $20,000. The city currently has saved $20,000 in a special account to use for badly needed repairs. The council also discussed instrument landing which Life Flight 'would like to see installed. It would require constant supervision at the airport, however, and something to look at in the future, the council decided. The council motioned and approved the first two projects but reserved consideration of instrumentation for the future. QUILT WALK FESTIVAL Elaine Baldwin and Claudia Crump explained the addition of, two new events planned for the popular annual Quilt Walk Festival in 2000. They will feature a pioneer heritagecraft fair and a cowboy action shoot. They are . also considering a pioneer transportation display. They asked the council for permission to block off the street between Zions Bank and the Purple Sage Motel to place a , large tent in the street to accommodate special events. The council motioned and approved closure of 100 East from Center Street to 100 South for the Quilt Walk Festival and pledged full support. PANGUITCH MAIN STREET With the resignation of Brad Houston, the council expected further information to be forthcoming from a Dec. 8 scheduled meeting of the Main Street Committee. BLACKSTONE CABLE The council motioned and approved a franchise transfer from Blackstone to Mallard Cablevision following Blackstone's purchase by Mallard. The approval was contingent upon Lee's review of documents to be signed. WRESTLING TOURNEY The council approved a $200 donation to the Panguitch Invitational Wrestling Tournament payable immediately and a $500 donation for putting up and removal of Christmas lights in the city, (See CITY COUNCIL on Page 10A) CITY COUNCIL From Page 3A payable when they are removed. JUNK CARS COMPLAINT The council motioned and approved unanimously to have the office staff post a notice at the post office and advertise in the newspaper by Dec. 15 to inform citizens that the city will remove and impound all inoperative, unlicensed andor junk cars by Jan. 15, 2000. CAPITAL IMPROVEMENT PROJECTS Henrie explained the need to develop both a one-year and a five-year five-year capital improvement plan required for any potential state or federal funding that may be sought. Listed as one-year: Multipurpose Multi-purpose event center, street scape -street master plan, baseball diamonds - lights for diamonds, chip seal road and parking lot, , airport improvements - chip sal, crack seal, paint runway, erosion control, maintenance building for city, water system - upgrade water tanks and develop land for low income housing - acquire land. Listed as five year: Airport instrument landing, rest rooms, fixed,base operation, water system; new water tank, upgrade water lines, new well, recreational land; develop ATV roads, asphalt existing roads, build new roads, golf course; work with private land developer and low income housing; acquire and develop land for low income housing. Some of the projects would qualify under both one-year and five-year plans. STRONG MOTION INSTRUMENT The council motioned and approved the State of Utah placing a strong motion instrument in the storage area or rest rooms at the rest area to detect and measure the size of earthquakes in the Panguitch area. MULTI PURPOSE EVENT CENTER Mayor Torgerson reported on several meetings with county commissioners regarding the center. Sahara Construction made a presentation on how design build works, the method being used for the center. Torgerson asked the council how they would like to see it handled. INDUSTRIAL PARK Rick Swanger asked about the possibility of street lights at the industrial park and was told that Henrie would check with Utah Power and Light for a cost estimate. BASEBALL COMPLEX Orton proposed seeking a promoter for the baseball complex to line up games and tournaments and pointed out the need for lights at a cost of approximately $30,000. The city will apply for a grant through the Rural Development Fund Board. NEW FIRE STATION The city was awaiting a final with the finance company. Oetting reported that Justin and' Ann Hatch were doing a fine job of maintenance of the facility and equipment. DEPARTMENT REPORTS HOSPITAL The council discussed financial problems at Garfield Memorial Hospital and were told that hospital administrator Eric Packer would like to meet with them. DR. E. TERRY HENRIE The council discussed honoring Dr. Henrie on his retirement. STREET SIGNS New and replacement street signs were scheduled for installation and replacing of wood posts with steel posts. CHRISTMAS TREE A tree from Betty Cooper's property was set for placement at the Zions lot. FFA BARN Henrie had sent a letter requesting dismantling by Feb. 1, 2000. VFW TRAILER Orton suggested that the trailer be placed for bid and moved out of the industrial park. NEW BUSINESS LICENSE FORM Council members reviewed the new business license application form and will consider approval at their next meeting. |
