There was a light agenda at the Sept. 3 meeting of the Spanish Fork Planning Commission. Only one landowner request was up for consideration, and only two items for public hearing relating to Construction and Development Standards. The main item for discussion was the request by Ted Huntington and Lynn Leifson to have their property at 7825 South River Bottoms Road annexed into Spanish Fork City. After Lynn Leifson presented their plan to the Planning Commission, commission members discussed the request. Commission Member Shane Marshall brought up concerns about how annexing the property into Spanish Fork might financially affect the city. There is already an existing house on the property, and Spanish Fork City is currently providing police andfireservice to the property. There should not be much of an increase in city costs. The landowners have no current plans to develop the property, but desire to be part of Spanish Fork City. "There is no advantage in annexing the property if Lindsay B. "There is no detriment to the city to annex it." Commission Chairman Del Robins said, "I'm going to go out on a limb here. 1 think this is part of the 100-year flood plain. I don't think we should develop anything on that flood plain. Whereas this piece is on the boundary of that flood plain, going up the hill and I can understand why they wouldn't want to be considered part of that development. I'm in favor of approving it." "I have issues with what will happen 3-4 years from now when other pieces come into concern." Marshall stated. "I have no problem with the annexation, but 1 have concern for future development. I would certainly suggest that it be placed in an agricultural zone if it is done." Vice Chairman Sherman Huff suggested. Because the city growth boundary doesn't include the Huntington Leifson Annexation, the property would not be eligible for development at this time. The growth boundary would have to change, and the owners would have to appear before the Planning Commission and request a zone change. After much debate; the Commission decided to recommend the annexation, with a zone for agriculture (AE). The majority of the meeting was spent discussing proposed changes to the street size standards. The current standards for public street size have made some properties impossible to develop. In November of 2007, the Spanish Fork City Council decided that there no more private streets should be approved in the city. The Planning Office has been working for over 9 months to come up with some options to make it possible for new developments to continue to corrc in while complying with Spanish Fork's requirement of no private roads. Option A is to allow parking strips or sidewalk on only one side of the street on certain streets, no more than 800" long and with 400 or fever daily trips generated on that street. Any streets longer or with more trips generated would need to adhere to the regular standards. Regular standards require streets to be 32" across. The new options would allow for 28" streets in certain areas. Option B comes with stricter criteria, for streets no longer than 600" in length and subject to approval by the city engineer. It includes having sidewalk next to the curb and gutter in places. This option is not to be used in any way that might create an engineering concern, or problems for emergency service vehicles. Anderson defended the options, saying "These, opr tions make the no private streets feasible." "I don't think this works with on-street parking," Robins stated. "When I visit my parents, if anyone is parked on the street traffic stops. You just can't get by. This should only be utilized where on-street parking is not available." Marshall was in favor of Option A. "This is what I would want in front of my house. People would have to slow down. I don't like B —I don't like having people walk so close to the street. I hope city engineers use a lot of discretion when approving this." In the end, all commissioners except Robins voted to approve the street width options. Thalian Club reconvenes after summer break The Thalian Club meeting was held Sept. 3, at the Chillon. President Carol Beck welcomed everyone. Eighteen members and one guest were present. Others were excused due to illness or other reasons. Ann Tuttle gave the prayer and blessing on the food. Chorister Jane B. Nelson and accompanist Ruth Leifson led the group in singing a special song about our Thalian club officers. Following a nice lunch, each member was ask to share a favorite memory with the group. Ruth then led the group in singing September song and the Thalian song.
