Commissioners from the four upper basin states said the deficiency payments e should end when new reservoir operating criteria for Lake Powell in Utah and Lake Mead in Arizona go into effect next July. The deficiency payments stem from the responsibility placed on the upper basin states for deficiencies in the power generating capacity of Hoover Dam. Since the start of operations at Glen Canyon dam, Hoover long-rang- Dam has not been able to generate as much power and the upper basin has been charged with making up the difference. Ivan V. Goslin, commission executive director, said water behind the two dams now had surpassed the rated elevation and said the filling criteria should be terminated. He noted that a Bureau of Reclamation task force already was working on a preliminary draft of changes. The decision to continuously charge the upper basin fund for deficiencies in power generation was not based upon justice and equity, but has always appeared to the upper basin to be a form of political blackmail which should now be stopped," Goslin said. Mr. Reynolds was the son of Albert L. and Jane Taylor Reynolds, born March 26, 1909 in Salt Lake City. He married Leah Jensen on June 14, 1935, in the Salt Lake Temple, Church of Jesus Christ of Latter-da- y Saints. His survivors include his widow; four sons, Robert B., of Layton; James B., and Paul A., Richard B., all of Salt Lake City; one daughter, Mrs. Jacqeline Gilbert, Farmington; Michael K., serving an LDS mission in New Zealand, and six grandchildren,.
