Rail Plan Hits Snag Anti-Strik- e -WASHINGTON (UPI) The railroad industry's plan to counteract a regional strike by shutting down all of its services has siiff eied a setback from the nation's largest line, Penn Central, which says it v. ill not go along with the idea. The stnke is set for Saturday by four shoperaft unions against seven railroads. The National Railway Labor Conference said earlier this week that it would react to such a selective strike by shutting down all major rail operations, with the idea of the forcing government to declare an emergency arid invok- - a tion. But work resump- y . Penn chairman Centrals board Stuart Sanders, said Wednesday his line would not suspend service. Penn Central is not one of the sever) lines threatened by the strike. term. At Sacramento, Weinberger pledged an aggressive consumer protection campaign, especially in behalf of the poor. Dixon, a Tennessean, was appointed by the late President John F, Kennedy on March 21, 1961, and was reappointed by former President Lyndon B. Johnson in 1967. Dixons troubles as chairman first gained wide attention because of ctiticism fro consumer crusader Ralpu Nader and from a fued with Commissioner Philip Elman.
