He is Greg Garrison, who was practically begged to produce last year's program and did so after a lot of promises of cooperation. ''The promises were not kept," he declares. "I was led up the road, had the rug pulled out from under me and ended up with a disaster." It will be recalled that among the bad features of last year's show was the number of inconsequential .awards that were given out. "Not only do they have a lot again this year," says Mr. Garrison, "but they have increased the number of nominations so they'll have to take all night to announce them.
