Show Uncertainty-T- he CLOSING Tool To Halt Inflation? By SYLVIA PORTER How can we conquer a psychology of Inflation? What policies are appropriate when the psychology already has so firm a grip in our land that mounting millions of Americans believe the sound- - ulilllllilllli!l!!U!!llllllllill est thing for them to is to Buy, BorYour on row Now, Build Now, Invest Now the premise that any delay in buying, Money's borrowing, building, investing will only Worth mean theyll pay more later? This psychology is the new, unprecmniiinmiiniiiiniiinniii edented factor in ou economic pattern This tance of inflation as inevitable is the additive which to date has so profoundly blunted the impact of monetary-fiscrestraints. This is the unanticipated development which to date has made a mockery of all forecasts of business slowdown. The U.S. has never before had to deal with this factor in consumer spending, says an expert in consumer behavior. Its the reason all predictions for a spending slowdown have gone wrong. And the fact is that the latest consumer J surveys project continued free spending f sr- despite the cost of credit, the prospect for a continuation of the surtax, curbs on government spending. Its an attitude among businessmen we're recognizing and approaching with considerable uneasiness, says a Washington authority. "Bankers know were not kidding about the credit squeeze but businessmen still arent getting the message. And the fact is that businessmen persist in planning record spending on new plants and equipment because (1) they feel costs will be higher if they wait; (2) theyre sure markets will be there 'for all they can produce; (3) they believe modernized 'plants are their only defense against surging produc- -' tion costs. How do you answer the list of rationalizations? asks the policymaker, al , Keeping Accounts Invested "My conviction in a future of rising prices is why Im keeping my accounts almost fully invested, declares a nationally respected investment counselor. I k feel much more protected with growth stocks than with bonds or certainly cash. And the fact is that even the most conservative projections for the 1970s see our Gross National Product in a powerful uptrend toward the $2 trillion mark by 1980. Whats more, right now the cost of living index is in the face soaring at an annual pace of 7.6 per cent of all the restraints. Wages are climbing currently at a 7 per cent rate too. No one who knows the history of prices since the 1940s is looking for anything more than a narrowing of ' the rate of price rise back to the 2 Vi per cent a year This is what we call "comrange over the long-terour in economy. parative stability top-ran- 2-- More Than One Direction informed The missing weapon in the arsenal, sources believe, is Uncertainty. This is what we must reintroduce into our economy so everyone wont be sure theres only one direction. Thus, the Federal Reserve System is damping down hard on credit in order to force banks to reduce and reject loans. If businessmen cant get the cash to build theyll be forced to delay spending. Thus, the adpolicies designed ministration is following and the hope is that to curb the economys growth the Vietnam wars end will coincide soon and release sufficient materials, manpower and money to bring about the welcome easing of pace. controls Beyond this, no one knows. Wage-pric- e would attack only the symptoms of inflation and couldnt possibly work in our current environment any-wa- y.
