There were a few other items on the agenda that were quickly dealt with, or tabled for discussion at the end of the meeting, so the time allotted could be focused on discussing this hot topic. Re-zoning of the Nordic Valley Golf Course has historically drawn sharp criticism from many living near the golf course. Ayla White proposed conditionally rezoning parcels, totaling approximately 13 acres that are currently zoned FV-3 (Forest Valley, 3 acre minimum lot size) and 0-1 (Open Space) to FR-3 (Forest Residential, medium density residential) to build 240 condominiums along the fairways of the golf course. FR-3 zoning allows up to 20 condominiums per acre. Ms. White also proposed re-zoning a 4.98-acre parcel that is a mix of FV-3 and O-1 zoning to a CVR-1 (Commercial Resort/Recreation) conditional zoning. In her petition, she stated she would construct a building covering 38% of the 4acre parcel that would be used for a 60dwelling unit condo-tel that would include up to two lock-out rooms per dwelling. The petition also stated the commercial building would incorporate a golf club-house, day spa/fitness center, swimming pool, restaurant/snack bar, conference/education center, and retail shops into the facility. Ms. White stated at the meeting that the restaurant would seat 300, 208 of which, I believe, she said would be banquet facility seating. The plan as presented was not favored by Nordic Valley residents. Kelly Grier, of Weber County Planning, stated she had received 19 e-mails and 45 phone calls in opposition to the proposed conditional rezone of the parcels. In addition to the calls and e-mails received, of the approximately 50 people attending the meeting, and the 20 or so who voiced their opinion, none were in favor of the re-zoning petition, or for the proposed project. There was one phone call, Ms. Grier did state, favoring the petition. The petitioner asked for conditional zoning changes, which, if approved, would then require detailed site plans before a permanent zoning status would be granted, but it appears the scope of the proposed project is out of proportion to anything the township residents find acceptable. Some residents say that they are not totally opposed to change in Nordic. Nordic Valley was originally planned as a summer housing development only.
