Asphalt Pavement Replacement All asphalt cut edges shall be tacked prior to asphalt replacement. Asphalt must be compacted with mechanical compaction equipment. The Inspector may require that asphalt be feathered out over cut area. Gass A and B Streets After the backfill and the V . inch surfacing material have been throughly compacted, the remaining 4 inches shall be backfilled to the level of the existing asphalt with a bit- uminous surface course as specified above. The seal coat shall then be applied in accordance with section 403 of the "Standard Specifications for Highway Con- struction". c. Materials Surfacing Material Surfacing material shall be V inch maximum crushed gravel meeting the requirements of Section 401 of the Utah Standard Specifications. Bituminous Surface Course The material for the bituminous surface course shall be plant mix meeting the requirements of Section 403 of the Utah Standard Specifications. The asphalt mix design for the plant mix bituminous surface course to be used on the project shall be prepared and submitted to the inspector by the applicant prior to the beginning of construction. Tack Coat Material for bituminous tack . coat shall be either MC-7- 0. emulor Grade sive applied at .25 galsquare yard. Seal Coat Materials used in the application of the seal coat shall be as MC-25- SS-1- 0 H follows: Asphalt seal coat material shall be CRS-2Cover coat material shall be type 2. Seal coating shall meet the requirements of Section 406 of the Utah Standard Specifications. APPENDIX B DRIVEWAYS AND ENROACHMENT REQUIREMENTS AND SPECIFICATIONS Section Existing Driveways or Encroachments Access to county roads by means of driveways or encroachments in existence at the time of the effective date of this ordinance may continue to the same extent and degree as before; any change in the driveway or the degree of use shall first require a permit and compliance with the terms or this ordinance. 1 and deed shall be prepared by the Summit County Attorney's Office in such terms as to be binding on the owner, his heirs, assigns or successors in interest. The dedication shall be complete when the deed is recorded in the office of ' the County Recorder after its acceptance by the County Commission. b. Summit County shall provide survey information, as required, in order to establish proper dedication lines. c. For the purpose of this to dedicate 0 . DedicatSection 2. ion Required Except as otherwise providee in Subsection (l)b. of this Appendix, no building or structRight-of-Wa- y ure shall be erected, recon- structed, structurally altered or enlarged, and no encroachment permit shall be issued therefor on any lot or parcel of land which abuts a County road or other public street which does not conform to current County width standards, unless the portion of such lot or parcel within the width has standard been dedicated to the County. (1) Exceptions to Dedication Requirement a. The maxiumum area required to be dedicated shall not exceed 10 percent of any lot or parcel which was of record on the effective date of this ordinance in the Summit County Recorder's Office. In determining the amount of area required for dedication for purposes of this exception, any highway area which previously has been dedi- necessary to revent undue hardship or an unreasonable burden under the facts of each individual case. However, no such modification shall be granted unless it is in conformity with the spirit and intent of this section. Section 3. Spacing Access driveways or encroachments shall be spaced according to the following: minimum distance minimum from street spacing intersections type 35 feet apart 50 feet local collector 50 feet apart 75 feet arterials 75 feet apart 115 feet . . Each parcel shall be entitled to at least one access driveway or encroachment. Section 4. Hazards and Sight Distances Driveways or encroachments shall not create hazardous driving conditions. Curves in the roadway and the crests of hills shall be avoided, where possible, as driveway locations. Reasonable sight distances shall be maintained on cither side of the encroachment. Section 5. Drainage Drainage facilities shall be provided in the form of culverts, bridges, curves, etc. engineered for the 25 year storm at each driveway, designed according to Summit County Engineering Standards and Specifications. Section 6. Culverts and Ditches Driveways and encroachments right-of-wa- y Right-of-Wa- y cated to the public through public use shall not be included. b. Dedication shall not be required for remodelings, additions and accessory buildings incidental to a single-famildwelling, used as a residence, existing on the lot as of the effective date of this Ordinance, provided that no additional y dwelling units are ' created. (2) Dedication Procedure a. Any person or other entity required to dedicate land under the provisions of this Ordinance shall execute an offer to dedicate and a warranty deed or other deed form acceptable to the County properly executed by all parties of interest. At the request of said person or entity, the offor shall be section dedication considered as satisfactorily assured when the County Attorney's Office approves the offer to dedicate and deed as required herein. d. Encroachment Permit Issuance. When dedication required by this section has been completed or assured as provided herein, an encroachment permit may be issued. . (3) Lots Affected by Dedication On a lot affected by the dedication required under the provisions of this section, all required yards, setbacks, parking area, loading space and building locations for new buildings or structures or additions to buildings or structures shall be measured and calculated from the new lot lines created by said dedication. However, in applying all other provisions of the Development Code of Summit County and the Snyderville Basin Code, such lot shall be considered in area as that which existed imeediately prior to dedication. (4) Appeal of Dedication Requirement Any person may appeal any determination in connection with the administration, enforcement and other provisions of this section as set forth below to the Summit County Board of Adjustment. The Board of Adjustment may make modifications in the requirements of this chapter as shall access county roads across ditches (drainage) pipes or in culverts of standard design. Open swales providing drainage across driveways may be approved by the Hoad Superintendent. Section 7. Angle of Intersection The driveway gaining access to a county road must meet the road at a 90 degree angle measuring 8 feet from roadway. the edge of the . Section 8.
