But, hold on there just aminute, spring is also the time of the year when - no matter how much it makes us cringe - that our thoughts should turn to ... cleaning up our neighborhoods, homes and businesses. While your at it, take special note of the dirt, litter and salt which has piled-u- p over the winter in the gutters in front of homes and businesses, particularly on our main streets. Dont count on the city street sweeper to get all of that gunk out ofeyesight That kind of accumulation is going to take push brooms, industrial sizedust pans and garbage bags. Just when you think that machines are taking over the world, itsconsoling to know thatcleaning elbow up still requires good cleaning process can make you feel good. Re--, ally. A clean and organized yard or home can t help but put your mind at rest and lifting your spirits. It makes everything more pleasant for everyone who passes by. It gives people abetter impression of our community. Ifwe are good neighbors and good citizens we wont be content with just doing our share. There are those all around us who arent able, or sometimes just arent willing to grab a rake and garbage can and do what needs to be done. But, youll find with a pleasant approach, they are willing and eager to accept an offer ofhelp. Last week our community enjoyed a prime example of the difference that Good Samaritans can make as a troop of Boy Scouts from Myton all pitched in to helpcleanupamobile home park near East Elementary school in Roosevelt Most of the time we can all do more than our share to help our neighbors cleanup in one way or another. CUP tax money doesnt benefit Uintah Basin Dear Editor, The way the CUP ia being handled, there wont be a payable water control in the Uintah and rivers where our fall waters run to waate any spring and our crops dry up, therefore, our income or profits decrease, we still have to pay the tax so the Waaatch Front can develop to have more water to waate. I dont think I should have to put my money in the Wasatch Front and be cheated out ofwhat I pay for. That is a control of the spring runoff on the Uintah river, could it be that the above ia what is being done with Millard, Juab, Sevier, and Piute County? This ia what would satisfy me, the CUP committee figure out the amount of money I have paid in together with about four percent interest compound ever since day one, send my money then I could use my money to subsidize myself in the years when the water in the river quits running. Ha, Ha, but I am not laughing. I don't want my CUP tax money that I have paid for on the Uintah River for fall water storage to be Whiterocka TN buried in that dirt road in the Waaatch Front. The water control in the basin should ofbeen done 25 years ago. The prqject has twisted switchbaeked and corkscrewed around until there wont be a dam built on either river. I damn sure don't agree to wasting my money cm a no good squaw fish angle worm or grasshopper we don't need. I don't want my taxes spent for such garbage any of them in preference to human food, that ia what I need irrigating for and that is the most important man made business in the world, and I find it damn hard without water. Earl Fowles Rt 2 Box 2746 Roosevelt, Utah 84066 353-483- 2 SSI Kids get deserved second chance Dear Editor, Its not often that you get a second chance in life, but almost 90,000 children with disabilities will get just that because the Social Security Administration has mailed out second redetermi nation notices to children whose benefits were terminated since last summer from the Supplemental Security Income (SSI) program due to welfare reform. Families who receive these notices also will find a new vital feature included: atatewide hotline numbers where they can get free legal representation, which the American Bar Association and childrens advocates believe will greatly improve SSI families chances of retaining funding. As soon as SSI families get these notices, they should use the hotline numbers to link up with a lawyer who will represent them without charge during their new SSA review. Time is of the essence. The ABA urged the SSA to issue new redetermination notices and to include the statewide hotline numbers for free legal help to ensure that these children get their right to due process and not just an administrative review. On Dec. 17, the SSA finally agreed to do just that. SSA Commissioner Kenneth Apfel is to be commended for taking this step toward treating these most vulnerable of children fairly. The SSA'a own internal report on the termination program found that many fiuniliea did not appeal within the necessary y period to continue funding because they feared the SSA warning that they might have to repay funds paid them during the appeal process. Quite simply these impoverished families would not be able to comply with a such a demand their dire financial straits were why they qualified for SSI originally. The SSA notifications foil to mention repayment waivers. The SSA agreed that errors had been made, and many children had been unjustly cut from the program. To his credit, SSA Commissioner Apfel agreed to take steps to correct these measures including conducting further field training for SSA staff on SSI regulations, and giving those doing the reviews additional information to aid them in making their decisions fairly. However, the ABA still believes these families should have legal representation to make certain they have a fair hearing. The administrative review procedures are complicated and difficult to understand. The process has many stages. President Jerome Shestack American Bar Association 10-da- - Ute Indians mistakenly identified by U.S. & Utah Dear Editor, The Uinta Valley was set aside by Executive order in 1861, for the exclusive use and occupation ofthe Indians inhabiting Utah Territory. Since the early 1900s, the Uinta band of Utah Indians have been characterized together with the Ute Indians who were forced to leave Colorado in the 1880s. The term "Ute Indian is commonly used to describe the Indians at the Uintah Basin; and, ia a term generated to cause the extirpation ofthe original inhabitants (the Uinta Band of Indiana). Prior to the 1880s, the Indians inhabiting Utah Territory consisted of several bands of Shoshone Indians. What is now the southwest corner of Wyoming and the northern half of Utah, was in the 1800s occupied by bands of Snake Shoshone. By 1864, the Uinta Valley Indian Reservation was established to define a permanent boundary for the Indians who occupied Utah Territory. In the northeastern part of Colorado, Indians living at the Whiteriver agency in Colorado (the Blue Sky People), were forced by the U.S. government to relocate to the already established Uinta Valley Indian Reservation in Utah. The Blue Sky People were well known to the plains Indians by their Algonquian culture, as the Arapa-hand, also by the Ute leader, Ouray, who pleaded with the U.S. government after the Meeker incident not to harm the Blue Sky o; . Whereas, the Ute Indian Tribe has political authority derived by federal recognition in 1937, all three groups of Indians retain political power within themselves by way of agreements between them and the U.S. government Membership into the Ute Indian Tribe can be compared to the Lions Club or Elks Lodge, becoming a member of a group or corporation does not change you or your ethnic background. Congressman Cannon shares with most politicians the amazing ability to talk rapidly with great inflections for long periods oftime and manage to say nothing. In feet, the sign post that the politician has polished his art, is that the majority of people attending the meeting leave feeling good, but not knowing what was said. Mr. Cannon was asked to comment on the current nation-wid-e movement of utility deregulation, and more specifically, to respond as to which level of government would establish and maintain control of the process. It may be well to pay attention to the possibility that whoever controls Die process may indeed ultimately control the utilities! Cannon not only failed to respond directly to the query, but unwisely stated that the federal government ia necessary to ensure the proper management of state concerns. The underlying principle of this topic is federalism, i.e., the proper role offederal and state governments. This important safeguard of liberty suggests that all powers not specified to the national government are reserved to the states respectively. It is, of course, a dangerous thing when the peoples understanding of libertys preserving principles have become blurred through time, but even worse when representatives lack understanding and conviction. Surely he means to say that Washington is less capable of running local and state governments because citizens know better their local needs and dispositions, regardless ofthe quantity of turf upon which they stand. The concrete upon which the politicians ofWashington stand, appears to have adversely affected them in their sense iff who is enlightened and who is not However, in the last analysis, it is our responsibility as citizens of this country to become wise in our course. We are at fault; we allowed these encroachments to weaken the foundations that preserve our liberty. We allow ourselves to be flattered, and even more to demand that our wishes be granted.
