Gams bill, an amendment to the 1976 Payment in Lieu of Taxes Act (PILT) calls for funding ofthe PILT program to be increased from its current $105 million level to $220 million. The PILT program was authorized by Congress in 1976 to compensate western counties for federal lands within their boundaries. "Unfortunately, the annual funding level never has been adjusted for inflation and has remained at $105 million since 1976. The money now received by these counties is equal to half of what it was when the program began. Obviously, the counties expenses have risen dramatically in the last 15 years. Raising the PILT allotment to $220 million merely brings the counties share up to what it should have been all along," Gam Baid. Additionally, the Energy Committee members accepted Gams language to protect counties from loring PILT payments that are given up when state land is exchanged for federal land. Timothy, son of J. Arthur and LaWana Timothy of Alton ah and graduate of Altamont High School, is currently residing in Orem, where he has founded Moriah Power. According to Timothy, being bom and raised in the "miserable winds" of the Uintah Basin drove him to invent his wind turbine. The Moriah wind turbine can catch breezes which come in any and all directions at speeds as low as five mph. "We are in the process of perfecting an alternator that will be able to transfer the energy from those slow wind speeds," said Timothy in an interview with the Utah County Journal. Timothy stated that his wind turbine will be far more eflicient than the traditional propeller-typ- e windmills. "As long as the wind stays the same, coming from the same direction, and blows hard, thoee old propellers can be OK. My wind turbine, however, can catch the wind from any direction, or several directions at once." Another advantage to his wind turbine is that it produces little or no noise, compared to the "wopwopping" sound the traditional propeller type windmills make. Timothy has used his wind turbine tothe advantage of farmers and ranchers by developing the water pumping ability of the wind turbine. "I wanted to get something out for the farmers and ranchers who have miles and miles of acreage and thirsty livestock or crops, where the power cant reach without great expense," he said. These wind turbines can be made in different rizes for many diiferent applications and Moriah Power hopes to keep the pricing very low to make it affordable to the farmers and ranchers. The maintenance will be almost nothing, so that according to Timothy, "The rancher can set it up, put the water tub underneath and drive away, and forget about it, knowing his stock will get water."
