SUPERFUND REAUTHORIZATION Congressman Nielson has worked hard to produce a responsible reauthorization of the Superfund program. Superfund authorizes the Environmental Protection Agency to clean up hazardous waste sites and spills and provides for the necessary funds. The House reauthorization bill proposed increasing the Superfund from $1.6 to $10 billion. This is an expansion of 625 percent. The Congressman offered an amendment in Committee to decrease the authorization to a more modest $9 billion, but his amendment was narrowly defeated. BLM WILDERNESS Congressman Nielson worked with other members of Utahs Congressional delegation and with foe Governor to develop wilderness legislation for the National Park Service in Utah. A similar process is now beginning for BLM wilderness designation. A Wilderness Draft Environmental Impact Statement has been finished with several different recommendations as to the numbers of acres to be designated as wilderness. While the Congressman agrees that there are many areas within Utah that could probably meet the criteria for wilderness designation, he wants to ensure that more wilderness will not negatively compete with other legitimate uses of public land. With the number of acres already designated as wilderness within the Forest Service jurisdiction and the number of acres in the state already managed as defacto wilderness, foe Congressman feels we must look at the impact of more wilderness on mineral and energy production, livestock grazing, employment, and income. 8. TAX SIMPLIFICATION The Congressman is sensitive ACID RAIN to the potential harmful effects on our health, natural surroundings, crops and soils, and structures caused by precipitation which is high in oxides of sulfur and nitrogen (acid rain). The studies are still being done, but it does appear that the acidity of freshwater lakes and streams is causing stress in our aquatic ecosystems. However, the Congressman will oppose any acid rain bill which is unfair to Western coal. All industries' sulfur reductions should be done by the least-comeans. Coal from Utah is much lower in sulfur than eastern coal, but some of the acid rain proposals so far have done everything to protect the eastern coal interests. The Sandinista regime has demonstrated an increasing disregard for human rights, it has forcibly stopped all political opposition and defense, ended religious freedom, continued to support the Marxist guerrillas in El Salvador, and encouraged a huge Russian Cuban financed military buildup. He believes continued pressure on the Sandinistas via the freedom fighters will force them to bring about the democratic promises of their revolution. In the meantime, he feels that the United States should help people who have had a Communist tyranny imposed on them by force.
