Voters will have a chance to vote for either incumbent Republican Ted Happen or Democrat ar Lee Nelson for the four-yea- r seat Republican Larry Rosa will be squaring off. against Democrat George Matett on the two-yea- r . seat Happen, who resides in Bluebell, said he feels best about the economical development district being reinstated while he was serving his first term. Happen said he is pleased with Duchesnes general taxes down 22 percent in the last two years. One of the major Happen said, facing the county is the Ute Jurisdiction case. He said when he ran for commissioner four years ago, he had no idea what the job really entailed. Some of the duties a commissioner undertakes when he wins the election include drafting the budget oversee the collection of taxes aid run the board of equalization, oversee the duties of the fire, ambulance and EMT units in the county, control all flooding problems, see the complete operation of the officers and offices in the county building are running smooth, maintain roads, keep on top of the different districts in the county. These along with being in the spotlight and being called at all hours of the day or night, along with being stopped on the street to be asked questions. Happen said some other problems can be corrected through consolidation of services. He said because of restraints placed on the taxpayer, consolidation will have to be looked at seriously in the future. The businessman said he hopes voters will look at his past record and make a decision on his performance. Lee Nelson, who is running against Happen, said he would like voters to look at the syimportance of the two-part-y stem. With three Republicans in the last commission, Nelson said he thinks its important to have a equal balance among parties. Some problems the Ioka resident sees ' with the county include too high of taxes, Ute Jurisdiction case costing too much from county coffers, hospital management problems, with commissioner salaries. To correct some, of those problems, the retired businessman said, he would start with the salaries and drop them consi- derably. Also, with the jurisdiction case, he would put pressure on the state, along with the federal monies, to correct the problem. He said its a national problem and the money should not be confined to only Duchesne and Uintah County residents. Nelson said with the money being written off at the Duchesne County Hospital, he said, the management should be changed to correct the problem. Last year, the hospital wrote off dose to $270,000. in Medicare and Me-- , Nelson said that is just too high of vice for county residents to absorb. . Larry Ross, running for the two-yeseat, is also concerned with the hospital's finamw- - He said after reviewing the auditors report, he was disturbed.
