RUSSIANS DESTROY SAILING VESSELS boklo four russian torpedo boat destroyers from vladivostok appeared westward ot hokkaido off satsu sat arday they seized and burned a small sailing vessel and imprisoned the captain and disappeared to the north west they were evidently returned to vladivostok there is a possibility that they have destroyed other small craft although no reports to that ef feet have been received the object of their visit Is not clear it Is thought that probably they hoped to torpedo the japanese patrol at night and it Is also suggested that the vladivostok vessels plan a dl version to assist the fleet of admiral although none have been sighted it is believed that the larger vessels ot the vladivostok squadron accod palled the torpedo boats which ap feared west of hokkaido it Is doubt ed that torpedo boats would venture across unescorted in the heavy sea which was running when they burned the sailing vessel
