The remedy for the increase in blighted structures on the Avenues and in Central City is not to punish the developer by compromising his ability to remove old structures and replace them with newer and sounder ones. The more sensible approach is to consider an architectural review program which would insure that new buildings being developed in the Avenues area conform to an accepted style compatible with the character of the neighborhood. The worst reason for keeping an old, dumpy building is because some former Governor happened once to live there. Buildings should be retained if they continue to be sound enough for human inhabitance or it they may be economically renovated for a different use. When they have outlived their usefulness they sould go. There is reason to preserve the values of a community. These values can be preserved through the construction of new structures with familiar architectural lines. Old buildings, in and of themselves, do not preserve traditional values. Only a sense of community and a feeling attendant to a certain neighborhood can do this. think the time has come (and if Shearers wife is elected to the City Commission I hope she'll do it in the same tradition espoused by her spouse) to dismantle this cumbersome review procedure of proposed new buildings in historic areas.
