But times have changed. Officials of the Central Utah Water Conservancy District, authorizing sponsor of the Central Utah Project, now say that because of delays it may take as much as $150 million 1973 dollars to complete the Bonneville and the other five much smaller units of the gigantic water project. The Sierra Club, Trout Unlimited, and other similar groups oppotie the Central Utah Project, claiming that bringing water to the Wasatch Front is encouraging growth there. Water officials and Cover nor Calvin L. Rampton answer this charge, saying that limiting the water supply is not a proper way to limit growth if that is a desirable objective, and that growth will not atop simply because it is not planned for. Opponents to the CUP claim that several hundred miles of Utah trout streams will be destroyed by the dams, reservoirs and water release procedures necessary to enable the project to deliver the water which ia legally allocated to Utah to the parts of the State where it is most needed. Utah water officials claim that the long-rang- e Sierra Club's claims are exaggerated. The Bonneville Unit of the Central Utah Project will intercept streams on the slopea of the Uinta Mountains, including Rock and Currant Creeks, and through a series of aqueducts and canals deliver a portion of the water to Salt I,ake County and as far south as the Richfield and Delta areas. The water will be used for municipal, industrial and agricultural purposes. The recently completed Jordan Aqueduct and $8 million Jordan Treatment Plant will deliver this water to Salt Lake County where 50,000 residents are presently living on borrowed" water, according to Robert Hilbert, general manager of the Salt I.ake County Water Conservancy District. It will also solve the summer low pressure problems on the west side of Salt Lake County, Mr. Hilbert said. The National Environmental Policy Act of 1969 (NEPA) requires that environmental impact stalementa be prepared on all major reclamation projects involving federal funds. The U. S. Bureau of Reclamation, which is responsible for south-flowin- Bureau of Reclamation could advertise for bids for construction of the next phase of the project, according to Mr. Ludlow. Secretary Morton has said that he will announce his decision by Oct. 26. The 12 counties involved in the Central Utah Project are Duchesne, Garfield, Juab, Millard, Piute, Salt Lake, Sanpete, Sevier, Summit, Uintah, Utah and Wasatch. Funds for the CUP come from Congressional appropriations and a 1J mill tax levied in the 12 participating counties. A major portion of the federal moneys will be repaid from water and power revenues generated by the project. The portion that will not be repaid represent the costs of benefits of the CUP which will accrue to the general public. These general benefits are in the areas of recreation and flood control.
