USU SUMMER PRESENTATION Education Regulations meeting set on grazing A meeting will be held in Vernal, Utah, on Tuesday, July 28, to discuss and explain the new regulations governing livestock grazing on the public lands and on the National Forests, it was jointly announced by Lloyd H. Ferguson, District Manager, Bureau of Land Management, and Robert A. Rowen, Forest Supervisor, Ashley National Forest. The meeting is scheduled to commence at 1:80 p.m. in the Uintah County Courthouse. BLM grazing regulations have been closely coordinated with those of the Forest Service, and the regulationsjpf the two agencies are conaistent to the extent possible. The new rules, which are designed to meet the requirements of the Federal Land Policy and Management Act of 1976, govern the grazing permit system, grazing advisory boards, the handling of trespass and other violations, the range betterment fund, and compensation for permittees' interest in authorized permanent improvements. Copies of the proposed regulations appeared in the Federal Register issues of June 80 and July 8. Interior Secretary Cedi D. Andrus said that the proposed regulations would, if adopted, be the first significant change in BLM livestock grazing regulations made in nearly 40 years. The regulations now in force were adopted shortly after the Taylor Grazing Act was passed in 1934, and few major changes have been made since that time. Revised regulations were first published as proposed rules in July 1976. The ' passage of the Federal Land Policy and Act in October 1976 required further revision. These newly revised regulations should enable the Bureau of Land Management to consider other resource values in uses and environmental allocating grazing use of the public lands and in the development, conservation, and maintenance of range improvements needed for grazing management.' "The newly proposed regulations are better organized and easier to read. They Management treat grazing on public lands, both within and outside established grazing districts in aobut identical fashion. The allocation of grazing would be in accordance with land use planning, providing for multiple use management and recognizing the need to protect environmental and other resource values. Livestock operators would be authorized to graze public lands for periods of 10 years, except in those situations where anticipated future uses of the land would preclude grazing, or where a shorter term is required for management processes, officials said. Interested parties are invited to attend the meeting and to submit comments to the Director (830) Bureau of Land Management, Washington, D. Steve has previously acted in "Death of a Salesman" last falls University production, and "Pajama Game" Union high schools musical. He also enjoys softball and singing, and plans to serve a mission for the Church of Jesus Christ of Latter Day Saints in the near future. The role of Edna, Mels wife is played by Debra Jones. Debra is the mother of two children and resides in VernaL She has been involved with several of the USUED theatre productions, notibly "Death of a Salesman. Debra is a literature major, and enjoys writing. Portraying Harry, Mel's older brother in Max Weiss. Max comes to the area from California, has been a member of the National Thespian Society, and has acted in several college and University STANDARD July 21, 1977 apartment complex in New York. Locally, Lori Young, formally Miss UBIC, 1976 is actiqg the role of Pauline another one of Mel's widowed sisters. Lori has performed in several high school plays, is an active member of the theatre department at USU in Logan, and enjoys singing. The third sister in the cast of six is Card Latham. Carol plays the role of Tessie. All in all the cast is working hard on this summer production and doing a great job according to Nels Carlson, director. "Prisoner of Second Avenue," is a quality plan for Basin The Uintah Basin Economic Development District and the Uintah Basin Association of Governments met in the Uintah Basin Area Vocational Center July 13. Die Uintah Basin Water Quality Management Draft Plan was discussed. The plan will have impacts on water quality in the Uintah Basin. The draft has been circulated to many people and agencies, and will undergo another revision before being presented for approval. The Uintah Basin Association of Governments is working with the State of Utah to determine the best way to delivering social services in the area and Nondenominational the best way to develop a comprehensive planning project A task force will meet in the Uintah County Courthouse July 27, to begin discussion on the reorganization of the delivery system. The Human Development Council waa given approval to start 14 new public projects in the next two months.
