Show The Paper That Dares To Take A Stand July 7, 1977 The Utah Independent Page HUMAN RIGHTS BOMBSHELL Scott President Carter's decision to use. the Organization of American States (OAS) as a major vehicle to push his human rights program is being closely watched here for its implications in U.S. foreign and domestic policies. The President already has moved to setup the machinery to put some teeth into his program in order to focus the OAS spotlight on alleged human rights violations. At the week-en- d sessions of the General Assembly meeting of the OAS at St. Georges, Grenada, the U.S. delegation cosponsored a resolution that strengthening Human Rights group's present Commission. Prepared within the White House, the resolution would give the OAS Commission the powers to carry out on the spot investigations in all member countries, including the U.S. and Canada. The U.S. resolution was cosponsored by Venezuela; Costa Rica and the Dominican Republic. In effect, this would mean that the Commission could probe allegations of racism in the U.S., as put forward recently by U.S. Am- bassador Andrew Young, if the Senate ratifies the 1969 Conven- tion on Human Rights 'which President Carter signed on June 1 . This document, now awaiting transmission to thg Senate by the President, contains a number of highly explosive provisions including Article 4 of Chapter 1 1 , protecting life from the moment of conception. As reported in an earlier column, if the OAS' Human Rights Treaty is ratified by the necessary two-thirvote in the Senate, its provisions will have the same impact in the U.S. as laws passed by Congress. The strong provision, not known to the President at the time he signed the Treaty, has caused his State ds far-reachi- ng anti-aborti- on Department advisers to , . recommend that it be sent to the Senate with reservations. Several' members of the Senate, including Senator Jesse Hehs the. recognized (R-N- C), movement in have warned the Congress, President about following that advice; stating: If the pro-li- fe provision ofthe Treaty is gutted by a reservation, it will be a clear indication that the President believes that the killing of the unborn is no violation of that child's rights. Such a move by the President will open the door for other nations to make reservations to other provisions of the Treaty, making it worthless."
