N COUNCIL REPORT CHILES ECpNOMY HAS SPECSO REBOUNDED TACULARLY from the global recession that it is now perhaps the soundest in all Latin America. In its June 8 edition,' Times of the Americas reports that Chile is the only country in the Hemisphere that has been able to cut its foreign debt and increase its reserves! In 1976, the Latin American biweekly notes, Chile's foreign debt was reduced from $5. million to $4.5 million. In September of 1973, when Chile's armed forces ousted the Allende government, the country had reserves of only $4 million; by March of this year the reserves had soared to $762 million. The country's industrial growth rate is expected to exceed 12 percent this year and its Agricultural growth rate should be a close 10 percent. In one year, from March 1976 to March 1977, the employment rate in the Santiago area has increased 10.6 percent; by the end ofthisyear ? . 1 ' is unemployment countrywide expected to have declined to less than 8 percent. The countrys inflation rate, which had reached 1,000 percent during Allendes reign, is now about 70 . percent below last years rate. If the economic trends continue in the same direction, Chiles 1978 rate of inflation is expected to be in the 15 to 30 percent range. There seems to be only one cloud on the economic horizon: the rate of capital investment is only slightly more than 1 1 percent, which has forced the' Pinochet government to go abroad in search of capital. Even this, however, is not considered a serious problem. Finance Minister Sergio de Castro says that.
