Assistant City Attorney Rosemary Noble said an overlay zone for the area had been considered for some time. Approving the master site plan for the ground makes it possible to take advantage of the overlay zone for Valley West subdivision, she said. She said the city recognized the need for such measures when it analyzed the needs of property near utility rights-of-wa- y and near the railroad tracks. The unique position of property in those areas makes the possibility of owning animals attractive since large pieces of rural ground are often situated near the prop- erty owned by residents of Valley West. In Roy property owners are required to own at least 20,000 feet of land in order to house non-pet animals on their grounds. But with the overlay zone residents of Valley West will be able to keep animals if they can procure 20,000 square feet, whether it is owned or leased. The nearby railroad is willingly leased to the property owners by the Union Pacific Railroad because it keeps down weeds and maintains the ground better than if it were not leased out, said Ms. Noble. right-of-wa- y Some of the property owners cannot come up with the required areas IRoy 20,000 feet, even with the addition of leased property, but the City Council agreed to allow animals to be kept by those residents if they can work out an agreement of some type with their neighbors who may have more than the required amount of foot- age. City Manager Richard wood said he will review annually the properties with the overlay zone stipulations so the city can be assured that the required amount of footage will be maintained by each property owner. He said the review could also protect future home buyers in the area who may think animals are normally allowed. LN10 Midvale, UT. 84047 Checklist to aid with plan review WEST POINT The West Point City planning commission has decided it will be a move toward efficiency to provide a checklist to those who need to come in with a plan to be approved. When local resident Bruce Day presented his plans for rebuilding following a fire that destroyed some of his property, he was advised that before the planning commission could give approval, he would need to go before the board of adjustments. Planning commission members will establish some guidelines in the form of a checklist so that time will not be wasted as in the case with Day, who was instructed to attend various city meetings only to be referred to obtain approval somewhere else. It was decided that the commission would prepare this information at its next meeting so that those attending meetings in the future would know what documents and prior approval would be needed before presenting plans to the commission for approval. Stevenson was principal of Davis High School in Kaysville for 27 years before retiring last summer. Garner became superintendent of Ogden School District in 1969 after serving as the districts mathematics education specialist. Both Garner and Stevenson were commended for their outstanding contributions to education in Utah and received plaques from the committee when it met on Oct. 8 during a convention in Salt Lake City. Joyce Hansen, specialist for accreditation for the Utah State Office of Education, said Garner and Stevenson were commended for their outstanding contributions to education in Utah and specifically for their long-terservice on the Commission on Schools, Northwest Association of Schools and Colleges. Dr. Garner was also recognized for his work on the National Study of School Evaluation.
