That appears to be a critical issue Farmington's request to Kaysville for help in the widening of 1800 North, located between the two cities. The road narrows and needs widening and repair, say Farmington officials. The city has asked Kaysville to share in the cost. Kaysville Mayor Gerald Purdy presented the request to the Kaysville City Council but council members say it is impos 7C cci; A 311 sible for them to participate in the street funding since the road is outside the city limits. Farmington is debating what to do with the street. Council members have considered closing the road, but the road provides access to Hess Farm subdivision and the city needs to determjnd whether there would be adequate access for subdivision residents if ' the road were closed. Hess Farm is inside Kaysville City limits. Leon Faldowski 6082 S. 2100 V told the council his water, sewer and garbage collection bill dated June 10, 1986, showed an increase of $1.58. This is a increase but should not have started until July 1, when charged the new rate increase one month early. He said the citys billing cycle should be changed so the new rate increases start in the month they are supposed to start in. ercharging. Faldowski told the council to either shift the month's billing cycle or revert back to monthly billing. however, told the council the city is legally within the guidelines of city-approv- ed the new billing cycle begins. Roy City bills its residents in increments that start two-mon- th saved $14,000 a year when it went from a monthly billing to a bimonthly billing system in 1978.
