Hooper Incorporation Roy Warns of Hookup Cost SHELLEY KANCITIS Review Correspondent ROY Roy City officials think future Hooper residents living near Roys sewer system should know what they are getting into before they form a township. What they are getting into if they live within 300 feet of Roys sewer lines is a possible mandatoconnection to Roys sewer that will cost three times what it would cost if they lived in Roy, according to Roy City Manager Richard Kirkwood. State law says that mandatory hook-u- p may be required within 300 feet of any property line where an approved sewer system exists to help pay for the cost of the system. The problem became more than ry hypothetical when the Weber County Commission set boundaries for a proposed Hooper township that conflict with Roys recently amended annexation policy declaration. In January, Roy amended its plant to include approximately 1300 feet west of 4300 West paralleling boundaries of the North Davis Sewer District. The amendment was based on revised engineering projections that show Roys new $1 million sewer can service more area than originally anticipated. Proposed Hooper township boundaries extend to 4300 West, meaning an overlap of 1300 feet in Roy and Hoopers boundaries. People living in the affected area will vote June on whether to form a township; an idea that was proposed to prevent Roy from annexing land that some say has master 1 1 traditionally been considered part of Hooper. If the Hooper township is approved and residents living near the sewer are forced to hook into Roys system, it will cost them and $1,500 for sewer hook-u- p $3,000 in sewer impact fees.
