necessary that the bidder have on file with the Utah Department of Transportation completed and approved the required Prequalification Statement pertaining to contractor's experience and financial condition A contractor’s license is not required prior to bidding but must be obtained before undertaking any construction In conformity with the Act of 1968 the US Department Highway of Labor has
