of Land Management has begun a pilot project that uses a svstem of satellites to replace the centuries-olmethods of surveying the land The Global Positioning System lets Luiveyors establish their position — latitude longitude and elevation — by bouncing a signal off four sate) lites Traditional surveying required them to begin with a known point often designated with a permanent marker and measure from there The surveyors still set up a tripod when establishing a point but th- y can start wherever they would like Instead of a scope the tripod has a surveyors quickly recoup those costs according to Lon Buhler a BLM official in the Sdlt Lake (Tty office There are now only a handful of them in Utah belonging to BLM and the U S Forest Service The BLM is promoting the new system at a meeting with the Utah Association of Counties Nov 18 to 20 in St George and Mr Buhler hopes county surveyors will embrace the system The BLM is cooperating with the counties by giving them known points established by GPS that they can use in their own surveys In ex-hange the counties would give their surveying information to BLM which manages 42 percent of the land in the state We start to get data for nothing Mr Buhler said "We become the masters of the coordinate's ” The system is two or three times more efficient than traditional methods Mr Buhler said and it will get even better once it is fully operating "And it s a heck of a lot more a ecu rate added BLM surveyor Milbert Krohn The system is accurate to within 10 centimeters (about 4 inch esi he said c ' s and there are only six satc-lites that have been launched and they can provide coverage over the western United States only hventu alls the svstem will include 23 satellites that will cover the globe but that won t be property GPS is still in the development said is only a small part of It was developed to help the US Navy navigate and private commav panies such as trucking firms eventually use it to keep track of Surveving GPS their shipments It has some Big Brother’ effects Mr Buhlet said Someday it may be used to keep trac k of prisoners or parolees Options for charging lower garbage fees to owners of duplexes and triplexes lead the list of items for discussion at the Salt Lake City Council s meeting Thursday The council will meet at 6 p in in Suite 300 of City Hall 324 S State St The council also will convene ai the Redevelopment Agency board of directors at 5 p m in the same room T he city has sought since Septeim her to change trash fees for owners of duplexes and triplexes but the council tabled consideration of an administration plan in October for further study Owners of those kinds of buildings contend they often need fewer trash cans than the city provides and own ers don t want to pay for trash cans they don t use The current trash collection ordinance requires ow ners of single-famildwellings to pay $4 a month for a plastic trash can and col lection serv k e Duplex and triplex owners pay the same rates for each dwelling unit For instance a triplex owner pays $12 a month for cans and collection serv ice because the building contains three dwelling units Also on the agenda is discussion of a proposal by Vice Chairman W M Willie Stoier to give the council the power of advice and consent over mayoral appointments of financial advisers for the city Mr Stoier disagreed with Mayor r Palmer DePaulis awarding a contract in September to the firm of Ehrlich Bober & Co Inc to advise the city on financial matters such as issuing bonds In addition the council will discuss its representation on a committee formed by the mayor to prepare a bid to host the 1998 Winter Olympic Games The mayor formed the committee earlier this month to be ready to make a bid to the U S Olympic Committee to host the games The committee will meet later this month to determine whether it will keep Anchorage Alaska as the city to represent the nation in bidding for the 1998 games or to allow Disabled Tell UTA They Have Needs Too About 30 men and women the majority blind or requiring wheelchairs spoke at a Utah Transit Authority hearing Wednesday conducted by the bus agency's Transportation Disabled Advisory Committee John Florez a UTA board of directors member who also sits on the advisory committee said the hearing participants presented a number of "special transportation needs” that are a ' community problem ” He said the committee will try to to make some recommendations s UTA directors to adjust UTA s system for the handicapped The svstem has been operating since Flex-Tran- July 5 The UTA board of directors will meet Wednesday at 2 30 p m at 3000 S 700 West About 80 people attended the public hearing at the same site Comments ranged from com- plaints about FlexTrans service delays to the suggestion that all UTA buses be equipped with wheelchair lifts There were occasional words of praise for the system A statement distributed at the hearing by UTA said FlexTrans “is filled to capacity during peak hours which has resulted in UTA having to deny service to those people who revehicles quire wheelchair-accessiblfor transportation Eligibility can be extended to people with visual impairments and other disabilities according to the statement if public andor private funding is committed from outside e sources for increased
