Tax Fighters Lost Their Battle Helped Enemy Win His War By Dawn House Arid Guy Boulton Tribune Staff Writers The defeat of the tax initiatives by a margin in some counties may have played a crucial role in Gov Norm Bangerter s stunning upset victory observers say But the several hundred thousand people who voted for the initiatives were not lobt on Utah politicians and the protest movement may lead lawmeamakers to pass a sure of their own in the future Although Initiatives A B and C were overwhelmingly defeated in every county in Utah leaders of movement vowed to continue their fight The movement which was born out of the governors proposal to raise taxes two years ago ironically may have saved Gov Bangerters candidacy in his upset win over Democratic challenger Ted Wilson Non-Partisa- Rodney "There is no question that as people focused on the tax initiatives it became clear to them that what they were focusing on was what Norm Bangerter was faced with two vears ago said Mike Leavitt an ad viser to Gov Bangerter s campaign ' initiatives lost the "As " strength Norm Bangerter gained he said The tax initiatives dropped in direct portion to Norm " gain The Republican Legislature and governor now must find a way to limI it government said Mr Leavitt think that commitment will defuse a lot of the anger ” Gov Bangerter unveiled his own plan in September provide property-tafor those on fixed incomes limit state spending to population growth and inflation rates and limit state bonding Many of the points in his plan are initiasimilar to the tives on the Nov ember ballot except they don t reduce current government taxes and revenues Gov Bangerter s limitation plan was a fairly moderate to conservative approach to the tax issue " said one observer who asked not to be identified On Tuesday voters rejected the limitation initiative bv property-ta61 percent to 39 percent the rolf-baiinitiative bv 62 percent to 38 percent and the tuition tax credit for private education by 69 percent to 31 percent Still numbers of voters approving the initiatives ranged from 242 000 initiative to 190000 for the for the least popular initiative tax credits for private education The initiatives would have cut state and local government revenues by $330 million Those projections had prompted predictions of fiscal catastrophe if they were approved Today would have been the first day of the dismantling of the univer- " sity if the initiatives had passed said University of Utah President No 17086 Chase Peterson "Yet the twin battles for appropriate funding and for self improvement aren t over "The election showed there s an enormous message being given out there some understood others not understood " he said ' We II have to woik hard to figure out what we can do better at the university to respond to it " Leaders of the Tax Limitation Coalition vowed to continue their fight despite the governors alternative plan and other offers of reconciliation "We are going to do it again" said Greg Beesley who led the petition drive putting the initiatives on the ballot "These people are going to " dig in We will not quit until the government of the state of Utah is back in the hands of the people rather than the entrenched bureaucracy" said Mills Crenshaw the host who played a key role in galvanizing the grass-rootprotest movement "I tell people we just threw the tea into the harbor ' said one man who asked not be identified because he is a Republican delegate But Jim Jardine a local attorney who was active in Taxpayers for Utah which fought against the initiatives said T think the people have become more educated on this issue than any in Utah politics It s a complex issue People had to ' study it And I think that happened talk-radi- s Throughout the often bitter both sides claimed to be a genmovement uine grass-rootMr Crenshaw portrayed the fight as the little guv vs big business and cambig media But Phil Mettra for paign manager of Taxpayers Utah said there was ' no doubt the volunteer effort defeated the initiatives The tide turned Oft 17 when a r campaign began Mr Mettra said And Mr Jardine estimated that 50 000 people distributed literature or made phone calls as part of the jiush to kill the imtiativ es Mr Mettra also denied that for Utah outspent the opposition "You have to compare what inde(am-paig- s the initiatives were defeated overwhelmingly " Politicians face a tough task in overhauling the states tax system said Mr Witt Utahns don t have excessive property taxes although overall taxes are high he said (i "But there are legitimate reasons for the high taxes" he said The state s high birthrate has placed a considerably greater burden on taxpayers in Utah than elsewhere Ue have to raise
